WASHINGTON NAVY YARD, D.C., Sept. 29, 2026 — The Navy announced today the award of a $5.1 billion Fixed Ceiling Incentive contract to Newport News Shipbuilding, a division of HII (HII-NNS) for the accomplishment of the USS Harry S. Truman (CVN 75) Refueling and Complex Overhaul (RCOH).

RCOH comprises the refueling of an aircraft carrier’s reactors and the modernization, upgrade, and repair of ship systems, representing full recapitalization of the ship to ensure warfighting relevance throughout the second half of its 50+ year service life.

This contract -- the first CVN RCOH contract awarded since the standup of Portfolio Acquisition Executive (PAE) Maritime -- features an innovative Fixed Ceiling Incentive structure, which appropriately shares risk, and which incentivizes improved shipbuilder performance to achieve required delivery dates.

“This award is the latest example of how we are leveraging innovative contracting approaches to drive improved outcomes,” said Rear Admiral Casey Moton, Acting PAE Maritime. “Our program management and contracting teams have worked side by side to arrive at a contract that incentivizes schedule performance, addresses key lessons learned, shares risk appropriately so that we can re-deliver Truman to the Fleet on budget and on schedule.”

USS Harry S. Truman will be the eighth Nimitz-class aircraft carrier to undergo RCOH at Newport News Shipbuilding. The major mid-life availability represents nearly one-third of the maintenance and modernization the carrier will receive throughout its service life.

Originally delivered to the U.S. Navy in 1998, USS Harry S. Truman is scheduled to complete RCOH in November 2031, redelivering to the Fleet as the most technologically advanced Nimitz-class aircraft carrier.
